In yet another egregious attack on access to reproductive health care, the Trump/Pence administration is preparing to roll out a rolled out the “domestic gag rule,” which would prohibit health care providers receiving at facilities that receive Title X family planning funds from even mentioning the option of referring for abortion care — let alone referring to or performing abortion services.

What Is Title X?

Established in 1970, Title X provides affordable birth control and reproductive health care to people with low incomes, who couldn’t otherwise afford health care services on their own. Federal Title X funding helps ensure that every person — regardless of where they live, how much money they make, their background, or whether or not they have health insurance — has access to basic, preventive reproductive health care.
Title X is the only federal grant program dedicated solely to providing individuals with comprehensive family planning and related preventive health services. It serves low-income people, people of color, immigrants, and LGBTQIA identifying people — the Trump/Pence administration’s proposed changes would radically change the care people receive from Title X clinics.

What Are The Implications Of The Proposed Rule?
  • Cut off federal funds to any family planning providers that also offer abortion services, like Planned Parenthood, and independent clinics across the country.
  • Prohibit doctors from even referring abortion care services.
  • Direct Title X funding towards faith-based, anti-abortion fake clinics.
  • Interfere with the patient-provider relationship and harm patients by withholding full and accurate health information.

Dear Secretary Azar,

I am writing to oppose the Trump administration’s proposed “gag rule” on health care providers that participate in the Title X Family Planning Program. This proposed rule (RIN: 0937-ZA00) will have a negative impact on the almost 4,000 Title X health centers and the 4 million low-income women and men they serve every year.

I oppose any attempt to prohibit federal family planning funds from going to health care providers that also perform abortion or refer for abortion care. Title X  is the nation’s sole federal grant program specifically dedicated to providing low income and other individuals from vulnerable populations with comprehensive family planning and preventive health services. Title X serves over four million patients, most of whom are low-income, female, people of color, young, uninsured. For many patients, Title X providers are their only ongoing source of health care and health education.

By forcing healthcare providers to withhold information, and punishing those who do through denying funding, you are robbing millions of people of access to reliable, trustworthy medical care such as birth control, STI testing and treatment, cancer screenings, and wellness exams.
